Lloyd L. Rabb III | Railroad Law Attorney | Tuscon | Rabb & Rabb PLLCAttorney Lloyd “Chip” Rabb III was born to a railroad family in 1953 and raised in Arizona. At the age of 19, he began working as a brakeman for the Southern Pacific Railroad Corporation in Tucson. From there he worked his way up the ranks, earning a promotion to a locomotive engineer at age 24. He was tasked with operating trains and yard locomotives in New Mexico and southern Arizona, which he did throughout university and law school until earning his J.D. from the James E. Rogers College of Law at the University of Arizona in 1985.

Following graduation, Chip was admitted to the Arizona State Bar Association and gave up nearly 14 years of seniority on the railroad to begin practicing law. He developed a broad legal background in litigation, business law, real estate and construction, estate planning, and family law. Chip’s time spent on the tracks and working hard as an engineer gives him a unique insight into the world of railroad law, and he has focused his practice on litigation in the field by helping injured employees and their families under the Federal Employers Liability Act (FELA). His directorship, presidency, and longstanding membership with the Academy of Rail Labor Attorneys further enhance his experience and knowledge, which he puts into practice every day as a partner at Rabb & Rabb, PLLC.

Chip has been recognized on numerous occasions for his diligence, including a mention in Best Lawyers in America, the Journal of Law & Politics‘ “Super Lawyers of the Southwest” and by Tucson Lifestyle Magazine as one of Tucson’s top lawyers. Today Chip and his son Matthew work together to protect the rights of victims injured by the negligent or wrongful acts.

In his free time, Chip is a licensed pilot with commercial, instrument and multi-engine ratings, and is type rated in Cessna Citation.

Matthew L. Rabb

Matthew L. Rabb | Personal Injury Attorney | Tuscon | Rabb & Rabb PLLCAttorney Matthew L. Rabb is an Arizona native who was born and raised in Tucson. He completed his undergraduate studies at the University of Arizona, earning his Bachelor of Arts in Political Science with a minor in Business Administration. Following graduation in the spring of 2003, he moved to Washington, D.C. for a year, where he worked as an intern in the Senate Committee on Health, Education, Labor & Pensions under Senator Edward M. Kennedy for the 2004 Democratic National Convention.

After completing his internship with Senator Kennedy, Matthew moved to Oklahoma City where he attended Oklahoma City University School of Law. There he earned his J.D. in 2008 and immediately began working as an attorney alongside his father Chip. Matthew became an associate attorney at the Rabb Penny Law Firm and delved into family law, DUI law, and estate planning, including wills, trusts, and probate. After several years spent immersing himself in these areas of practice, Matthew realized he had a passion for helping clients in DUI law and estate planning and began directing his focus to those areas.

Today Matthew continues to develop his trial and injury law practice as well as helping clients in DUI and estate planning matters and was recently lead counsel in a multi-week jury trial against the BNSF Railway Company in California. His experience in DUI, estate planning, and trial litigation compares to few others and has earned him the honor of member and partner of Rabb & Rabb, PLLC.

Michael L. Rabb

Personal Injury Attorney | Tuscon | Rabb & Rabb PLLCPrior to practicing law, Michael worked with developers to get development plans approved by various government agencies. He graduated from the University of Arizona in 2003 with a degree in political science and later acquired his Arizona real estate license, working as a real estate and right of way agent alongside escrow agents, real estate agents, developers, and government agencies in the development and sale of Arizona’s raw and improved land.

In 2005, Michael attended Oklahoma City University School of Law, focusing primarily on real property and tort law. Michael obtained various accolades for his academic achievements, including Dean’s List recognition and a CALI award for academic excellence. Upon graduating from law school in 2008, Michael returned to Arizona to practice personal injury, railroad, and real estate law. His business and real estate clients included developers, real estate professionals, right-of-way companies, environmental companies, hotels, raceway partnerships, and other large corporations.

Five years later, Michael moved his practice to the Bay Area, representing title insurance companies, escrow companies, institutional lenders, healthcare companies, and homeowners associations on an array of real estate matters. He also represented various individuals in personal injury claims arising from auto accidents, slip-and-fall cases, and police misconduct. Michael brought his legal practice to Montana in 2014 and has continued to represent individuals and businesses in real estate and personal injury matters.

Michael is admitted to practice law in the state courts of Montana, Arizona, and California, as well as the federal courts for the District of Montana, the District of Arizona, and the Northern District of California. He is also a licensed real estate broker in California. He is a member of the American Bar Association, and the Montana, California, and Arizona State Bar associations.

Michael currently resides in Bozeman, Montana with his wife Kathryn.

Cindy Woods

Cynthia Donaghay Woods, CP, is a native of New Jersey but has lived and attended school since 1969 in Tucson, Arizona. She has worked in the legal field since her senior year at Amphitheater High. Over the years, she worked her way up to the position of paralegal, and in January 1989, became certified through the National Association of Legal Assistants in Tulsa, OK. This certification is maintained on an ongoing basis through continuing legal education. While possessing a broad-based background, she has worked for the last 25 years in the field of personal injury/tort law litigation. She is a past president of the Tucson Legal Secretaries Association and the current first vice president of the Tucson Paralegal Association. After high school, Cynthia returned to the state of New Jersey where she worked for a retired judge and his son performing the duties of the Cumberland County Inheritance Tax Supervisor for the state of New Jersey. Upon her return to Tucson in 1978, she continued her career in the legal field, ultimately leading to her current position with the Rabb & Rabb Law Firm as a litigation paralegal, specializing in the liability aspects of the firm’s various tort cases.


Cindy Merritt

An Arizona native, Cindy Merritt has over 20 years of experience working in the legal community, including more than 10 years of experience as a paralegal focused exclusively on personal injury, medical malpractice, and FELA litigation cases. Her first experience came in high school when she volunteered as a clerical assistant in a rural Justice of the Peace office in Northern Arizona. In 1997, after attending the University of Arizona, Ms. Merritt began working as a file clerk in a Tucson law office. Striving to improve her legal knowledge and skill set, she applied herself to each new challenge and has continued to grow in her skills as a legal secretary, legal assistant, and paralegal. With extensive knowledge concerning Medicare, ERISA, and medical provider reimbursement claims, Ms. Merritt has been a presenter on the topic of reimbursement claims at a national paralegal convention.


Christie Blair

Christie Blair is from California though raised in Tucson. She earned her Bachelor’s Degree in Public Administration from Northern Arizona University, graduating with honors. Christie then attended the James E. Rogers College of Law, earning her Juris Doctorate and receiving her law license from the State Bar of Arizona in 2008. Christie practiced for years in the field of criminal, family and juvenile law, before deciding to take time off to focus on raising her children and community service. Christie has re-entered the field as a legal assistant with Rabb & Rabb, bringing to the firm her extensive legal education and experience.
